Scout Projects: Eric Schwarz presented preliminary plans to build steps at the start of the yellow trail. Committee accepted preliminary plans, motion to support T. Gray, 2nd J. Richard
Park Signing: E. Rizy circulated latest plan for sign at the top of Smith Road. Motion to accept sign design as long as the new sign conforms to the current bulletin board sign (width the same) and attaches to the current legs. Motion J. Richard, 2nd T. Gray. Old Sign to be moved to Sullivan and Stringham Road.
Action Item: E. Rizy to contact Liptak to confirm sign design and begin work.
Gates: Due to cost of new gate 3 bids must be submitted.
ACTION ITEMS: G. Williams to solicit two additional bids to conform to the design submitted by D&D Fence.
Trail Status: T. Gray continued work on the Orange trail, with assistance from community service volunteer.
Winter Walk: 2010 walk will be held January 30. J.Garman and G. Williams will lead walk. Committee agrees to purchase hot chocolate, coffee and cookies to be served in stone building where a fire will be built. Providence Journal will publish article on Melville Park in the Weekend Section on Thursday January 28 and will be available on the website on January 27. The article will include information on the Winter Walk. Motion (J. Richard, 2nd, J. Emerson) to allow chairman to spend up to $50.00 for color posters to advertise walk. Black and White copies will also be available for distribution.
Action Items: G. Kinnunen will pick up cookies, Hot Chocolate and Coffee. G. Kinnunen to post signs after receiving them from E. Rizy. E. Rizy will prepare stone house fire for event.
Budget Process: Continued discussion about realistic expectations based on the current fiscal climate. Continue discussion at next meeting with realistic goal somewhere close to the current allocation. Jeff Richard's draft budget was discussed and compared with a version presented by Ed Rizy. Mr Richard explained that his version was meant to be a presentation before the Town Council arguing for a separate budget for the Park- one outside the current version which is a line in the Campground budget. He included in his proposal many lines representing future expenses; the largest sum was put into a pond remediation line. Ed Rizy argued that the argument for a separate budget would be better served by limiting the amounts asked for to the currently authorized committee budget of $15,000.00 each year. A vote was taken and a majority of those present felt that Ed Rizy's budget should go forward to the Town Council.
Pond 8 Project: Permits from DEM needed to proceed. Discussion about using current budget $$ for PARE engineer to determine necessary permits and provide guidance. Recommendation from E. Medley to contact URI for potential use of a graduate engineering student for this work.
Action Item: E. Rizy to contact URI about potential use of graduate engineering student
Candidates for January Elections: discussion on potential changes. Chairman Rizy commented that the bylaws call for Committee elections in Jan each year. He asked if anyone present was interested in holding office. There was no response. T. Gray then made a motion to elect all the existing office holders to another term. Discussing the motion Jeff Richard commented he did not think that electing Pat Higgins to be the vice-chairman seemed appropriate as Pat was not in attendance; had not been talked too; and had not been to enough current meetings to qualify by the bylaws for membership in the committee. Motion by T. Gray, 2nd, J Emerson to keep board as seated for 1 year. Vote 3-1 in favor
Ad for New Members: Wording of Town-placed ad updated with appropriate wording relevant to Melville Park, not campground.
Annual Report for Council:
ACTION ITEM: E.Rizy to circulate via email annual report for committee input
DEM Trail Grants: discussion about potential grant funding to make orange trail handicapped-accessible. Tabled until next meeting. Discussion fostered by E. Medley about the fact that a major Civil War Hospital was located in Melville Park Area and the potential for National Park Service Involvement. Further discussion and exploration needed. (Editors Note:) There is a picture on page 71 of the book "Historical Tracts of the Town of Portsmouth Rhode Island" By John Pierce, Sr., published by Hamilton Printing Company (1991). The picture is entitld "Portsmouth Grove Complex of the Lovell General Hospital, U.S.A. View from Dyer's Island".
