Meeting Called to Order at 7:00 by E.Rizy, Chairperson
- The following members were present: E.Rizy, P.Higgins, Co-Chair; T. Gray, G. Williams, L. Bryant, P. Botelho, K.Ptak, G. Kinnunen & J. Richard.
Excused Absence: E. Love.
- K.Gleason Town Council Liaison arrived at 7:00
- Audience, None
- Minutes: November minutes approved with date correction, November 14 sted 15.
- Finance: no report
- Committee requires information on spending procedures. E. Rizy will check with D. Faucher, Town Finance Director, regarding dollar limits, costing and reimbursement procedures.
- Correspondence: E. Rizy Reported: None
Sub-Committee Reports
MP Bylaws: T. Gray:
- T. Gray met with Bob Driscoll to go over the bylaws. Several changes were made, and an amended version will be presented to the Town Council shortly. Mr. Driscoll agreed that future applicants to the town for joining the Melville Committee will be referred to this committee for review.
- The committee voted to accept the latent changes to the Bylaws. Motion K. Ptak, second, J. Richard. Unanimous.
Pond Reclamation, P. Higgins
- P. Higgins and P. Botelho worked on Pond #4, on the Green Trail, and also on Pond #7.
- The committee discussed the need to commit our funds to begin the reclamation work. A budget will be developed covering this Fiscal Year’s efforts.
- K. Ptak mentioned that there are several sources for funding parks and recreation and will pursue this.
Trail Status:
- P. Higgins, working on the Green Trail, came across a culvert that needs to be blocked. It is probably providing drainage from the former Navy Rainbow Heights area.
- E. Rizy will contact Troops 7 and 77 and Girl Scout Troop for a work day in December. Motion to purchase pizza and soda for Scouts made by P. Higgins, second by G. Kinnunen. Approved.
- P. Higgins to contact Andrew and discuss his Eagle Scout Project of extending the green trail and mulching it.
Youth Programs: J. Richard
- J. Richard contacted Narragansett Council to discuss possibility of holding Klondike Derby at Melville in 2009. Motion to move forward with this by T. Gray, second G. Kinnunen. Motion approved.
- .J. Richard also discussed need for school involvement for park tours, and nature study.
New Business
- E. Rizy stated that part of the lack of knowledge by Portsmouth residents of their Melville area may be due to not having a ‘Recreation Area’ sign on West Main Road. Several members mentioned that both the Town Council and the State DOT must be consulted before any sign is erected. Discussion deferred.
