Melville Park Minutes
April 11, 2007

  • Meeting Called to Order at 7:00 by B.Bryant, Chairperson
  • The following members were present: B. Bryant, E. Rizy, G. Kinnunen, L. Bryant, P. Higgins, P. Botelho, & T. Gray.
    Excused Absence: A. Conti.
    The following resignations were accepted with regret: B. Harmon & M. Caplin.
  • March Minutes accepted with the addition of T.Gray's list of trail projects.
  • Motion to Approve: E.Rizy ... 2nd ... P.Botelho ... unanimous
    Motion to Approve December Minutes: L.Bryant... 2nd ..E.Rizy ...unanimous

  • EMS ( Eastern Mountain Sports ) Kayak Proposal:
    • Mr.Casson will bring up in the future.

  • Pond Project:
    • 13 years ago was the last time the ponds had maintenance work done. E.Rizy noted that we have seen silt, Bittersweet, & other undesirable effects of needed care occur.
    • P.Higgins noted Lower Pond needs to be dredged or cleaned out in some appropriate manner.
    • E.Rizy & G.Kinnunen attended a DEM "Riparian Buffer Restoration Workshop" (3/29/07) in Providence. Contacts were made & information gathered at the workshop will be useful in Melville Park projects. There is an opportunity for an expert to come & walk thru the area and offer suggestions as to what is needed.
    • Green Trail would be the start of a pond cleanup goal.
    • G.Kinnunen noted that 1st we need to take get input from experts.

  • Motion to contact Federal & State Experts ( Forest & Water Conservation ) to visit Melville Park for the purpose of giving the Melville Park Committee advice as to what we need to do to improve designated areas of concern.

  • National Trail Day: B.Bryant:

  • New Business:
    • E.Rizy noted that we need to define the MP Committee's mission.
      What are we tasked to do needs defining.
      Also need to clarify what is camp & what is park.
    • B.Bryant noted that MP takes care of all outside Campground ....
      water & trails .... but noted that there is an overlap as what happens
      at MP may affect the Campgound and that is his responsibility.
      He also noted that trail conditions reflect on the Campground's image.
      Also noted illegal parties & paintball activity can be a problem.
    • L.Bryant noted that they do get positive comments as to the nice trails.

  • Opening of Fishing Season:
    • E. Rizy went to area with Trash Bags & spoke with some of the
      fishermen ... was a positive experience & felt that perhaps such a one
      on one friendly conversation as to keeping the area trash free would be
      a worthwhile effort to enlarge upon for the 08 opening of fishing season.
    • E.Rizy & B.Bryant will continue to monitor the area.

  • Finance: Tabled .....Committee Consensus ...unanimous
    • L.Bryant will speak to Ross ( Finance Dept. ) & ask for clarification
      of debit / credit as it pertains to our budget information.

  • Grants:
      B.Bryant still looking for opportunities & will report any findings.

  • Other:
    • Discussion as to having MP information on the Town Web Site.
    • B.Bryant will prepare an Annual Report.
    • P.Higgins & L.Bryant will do the MP Brochure.
